1968 Returned to Boise.  Worked for Henkels & McCoy and lived in many locations throughout the United States.  (Obituary.)
Lifetime Member in several organizations including Big Brothers, Idaho Foster Care and Boy Scouts of America.  (Obituary.)
1977 Powell arrested and charged with Lewd and Lascivious Conduct With a Child Under Sixteen (abused child in Big Brother program.)  Pled guilty to Aggravated Battery.  (Ada County Court Records and I.V. File.)
February 4, 1980 Released from Probation after fulfilling the requirement to “…refrain from youth related activities except as recommended by Dr. Estess and Probation Officer to the Court…”  (Court Records.)
May 13, 1980 Letter from Rex Black to Director of Registration stating he has received information that Powell pleaded guilty to charges of lewd conduct with an adolescent at a court in 1977.  Letter also states, “He is not currently active as a leader in his troop but has applied for Scoutmaster of the 1981 Jamboree.”
June 12, 1980 Registered Letter sent to Powell suspending his BSA registration.
June 12, 1980 Letter from Rex Black to Paul Ernst setting forth more details about Powell’s criminal case.  Letter indicates Powell was Scoutmaster of Troop 1 in Meridian, attended the National Jamboree and the World Jamboree as Scoutmaster.
June 30, 1980 Powell showed up at Rex Black’s office and “chatted about his court case” and told Mr. Black it was a “computer error.”  Mr. Powell said he would “support Scouting but was dropping out of activity.”
July 3, 1980 Placed in I.V. Files.  Confidential Record Sheet indicates Powell was a Silver Beaver Recipient.
